			<content:encoded><![CDATA[<p>U.S. Department of Justice Reverses Stance on Online Gambling <br /> Merry Christmas U.S. online gambling!! Last week, right before the Christmas holiday was to begin, U.S. online gamblers got the best present of all. The Department of Justice had changed its stance and is now stating the Wire Act of 1961 only applies to sports betting. Back in July, Senators Harry Reid and Jon Kyl as well as Illinois and New York ask the DoJ to clarify its position regarding online gambling and poker in regards to the Wire Act. With this new official stance, states will now rush to take advantage with new lottery games as well as the possibility of using the same cross state tactics used for the major lottery games to allow online poker back into the United States. According to the office of legal counsel for the Justice Department; We conclude that the Criminal Divisions premise is incorrect and that the Wire Act prohibits only the transmission of communications related to bets or wagers on sporting events or contests. Attorney General Ronald Weich said in a letter to Senate Majority Leader Harry Reid that; in states that ban various forms of gamblingincluding Internet pokerthe Department will be able to investigate and prosecute those gambling businesses under the Unlawful Internet Gambling Enforcement Act and other sections of the criminal code. With this new stance, even more pressure is on Congress to have legislation in place to regulate online gambling. This change in stance by the DoJ has cleared a path by which individual states can move forward on setting up their own offerings for online gambling. The Poker Players Alliance released a press release where its executive director, John Pappas applauding the clarification and called for Congress to act now,  This is a much needed clarification of an antiquated and often confusing law. For years, legal scholars and even the courts have debated whether the Wire Act applies to non-sporting activity. Todays announcement validates the fact that Internet poker does not violate this law. The PPA commends Assistant Attorney General Seitz for recognizing this. However, this ruling makes it even more important that Congress act now to clarify federal law, and to create a licensing and regulation regime for Internet poker, coupled with clear laws and strong enforcement against other forms of gambling deemed to be illegal. The state of Nevada has always been ahead of the game when it comes to gambling in the US. They were the first to build the big, glitzy casino resorts that are now found in dozens of states throughout the country. Nevada also led the way in combining entertainment with casino gambling.Now, as all of the other states are finally catching up to Nevada, the state has taken the next step towards ensuring that they remain the number one gaming destination in the US. This week, according to Poker News Daily, the Nevada State Gaming Control Board announced that they will be taking applications for online gambling licenses beginning in February.This announcement puts Nevada on pace to become the first state in the country to regulate Internet gambling. New Jersey lawmakers passed a bill earlier this year regulating online gambling, but that legislation was vetoed by Governor Chris Christie, leaving Nevada as the only state which currently has an online regulation law on the books.Existing casino operators have begun partnering this year with foreign online gaming companies. The goal was to partner with a company that already has the technology in place to handle the safeguards that will be required upon gaining a license in Nevada. The Gaming Board has already said that the requirements will be strict, and that only operators who meet these requirements will gain a license.Nevada passed their online gambling law earlier this year, with the stipulation that they would not authorize online gambling until the federal government changed their current laws. That process is underway, with several lawmakers proposing bills that would end the country&#8217;s prohibition on Internet gambling. Federal legislators are expected to revisit the issue later this year.In Nevada, competition from other US states, and Macau, has caused a sharp drop in revenue over the past several years. Lawmakers see Internet gambling as a way to help rebuild the ailing casino industry on the Las Vegas Strip. Licensed Nevada gaming operators will likely be the first to have a shot at the new online gambling licenses when they are distributed. Scientists have noticed this and are probing why gamblers lose big time during the night. Their first culprit was lack of sleep. Now gamblers have become favorable subjects for sleep research to prove if really it is sleep. Some players may have noticed making unsound decisions during a night of gaming. They never realized it until the game is far over. They could perceive a bad hand as worthy of a raise only to lose the bet later on. Such phenomenon might also be perceptive by those gambling online. Exhaustion will upset one&#8217;s thinking. Experts say that not having enough sleep makes one prone to accidents. History is witness of such statements with the accident at Chernobyl for example which happened, you guessed it, at night. For gamblers that means accidentally raising the bet without thorough thinking. For those online, it could be as simple as clicking for the wrong virtual poker room. In an experiment to test the result of sleep deprivation on decision-making two types of gambler were pitted against each other. One group was comprised of gamblers who barely had rest and the other who rested well enough and refreshed. The result of the study revealed that when sleep is cut short, gamblers go into jeopardous, high-paying options. By studying further the brains of these gamblers with scanners (MRI), a certain part of the brain becomes more active compared to those seen in well-rested subjects. The scientists added that one&#8217;s adeptness to learn from past mistakes is arrested. Losing does not take its toll until later when one&#8217;s mind clears. The gambler is not deeply involved with the bad consequences in holding risky cards. That makes matters worse. When such learning is arrested, the brain is only pushing for high stakes and is gambling and not folding even in cases of a bad hand. One&#8217;s brain becomes only focused on the gains and not the reality of one&#8217;s hand. This muddled thinking is similar to those experiencing insomnia that wake up in the middle of the night confused. The good thing is that these gamblers are choosing decks that are of great advantage to them. And so the scientists are now advising gamblers to carry watches or be conscious of the time so as to rest after hours and hours of play. Most importantly just don&#8217;t neglect how important sleep is to a gambler. This sleep study on gamblers has shed a new light on the perils of playing when tired.  </p>

After Black Friday several months ago, many companies backed off their aggression in the US, but not 888 Holdings.Reports surfaced last week of how 888 was in advanced stages of negotiations with Caesars Entertainment to form a partnership. The two gaming giants would be positioned perfectly if and when online gambling became regulated in the US.The Gibraltar-based gaming company has been receiving good news from many different areas in recent months. The second quarter revenue figures were released and they were up nearly thirty percent. The company also acknowledged that they were considering applying for an online poker license in Nevada.The company may need to have secured funds in the future for expansion into major markets such as Spain and the US, although for the time being they are financially sound. The company understands that certain expansion efforts may be necessary to compete on a worldwide level.&#8221;It&#8217;s just we don&#8217;t want to miss no-brainer opportunities as they arise,&#8221; said Deputy Chairman of 888, Brian Mattingley.The US move would certainly be classified by many analysts as a &#8220;no-brainer.&#8221; With the countries online gambling laws in flux, the first companies to gain licenses in a newly regulated market could be in for a big payday. Several US-based companies have started to partner with foreign companies that have the platforms to immediately open up shop in the US should the laws change.Nevada legislators have already authorized online gambling, with the stipulation that no sites would be opened until the federal laws are changed. Currently there are three bills that have been proposed federally that would regulate online poker if passed.William Hill is perhaps the most successful of the foreign gaming companies, and they already have agreed to buy three sports books in Las Vegas. The company could then use the sports books and their good standing to gain an Internet gambling license when they are offered by Nevada regulators. How heroic  Victoria Coren It&#8217;s quite fun, this Guardian experiment. They&#8217;re having a games slot every day &#8211; bridge, chess, that sort of thing &#8211; and I&#8217;m doing the poker one. It&#8217;s aimed at the fairly new player, who might have watched a bit of poker on TV and just started playing with their friends and wants a few tips. So for the moment in the column I&#8217;m generally advocating caution and covering basics &#8211; it&#8217;s a way of trying to help people avoid losing all their money in their first few weeks or months playing the game! If the links are going up on the Hendon Mob page, I hope I don&#8217;t get a flood of people shouting at me on the forum &#8211; &#8216;What do you MEAN, pass A9 before the flop?&#8217; and that kind of thing. This isn&#8217;t complex stuff to be debated by people who have already been playing for years &#8211; it&#8217;s just start-up tips and ways not to go broke. For the gambler that means shunning poker parties and race tracks and anywhere that gambling is taking place. For me, certain emotional situations can also be slippery places; so can indulgence in old ideas, such as a well-nourished resentment that is allowed to build to explosive proportions.Do I carry the principles of the Gamblers Anonymous Program with me wherever I go?TODAY I PRAYMay I learn not to test myself too harshly by &#8220;asking for it,&#8221; by stopping in at the casino, the Bingo hall, or the track. Such &#8220;testing&#8221; can be dangerous, especially if I am egged on, not only by a craving for the old object of my addictions, but by others still caught in addiction whose moral responsibility has been reduced tozero.TODAY I WILL RE&#8230;             </p>
